It would be AWESOME if one could add a function that sets a certain framerate, so that a program could run as slow on a new computer as an old one.

There are already some features in Basic4GL which allow you to control the frame rate. Look in the Programmer's Guide for the SyncTimer & WaitTimer commands.

That slows the game down, but not the same speed on each computer.
Ie. Framerate = 15 fps whether the computer is a Pentium 166 or A really new one

i think you need to reread the documentation.. the number for those commands is in milliseconds not in fps, I.E if you use 10 in the synctimer(10) it will update the loop every 100 times per second(i think i got that right massive migrane at the moment)
