I've come across a program that I really like in Linux. The only problem with this program is that its window is not resizable, so I cant get fullscreen from it. Is their a way in Linux to force a non-resizable window to be fullscreen? The program uses x11's graphics backend for rendering, and is not open source.

Simple answer no way. not the desktop manager will switch an application in fullscreenmode it's the application self that use a video mode extension (for example X11 extensions Xrandr) Joshy see XRRSetScreenConfig
