I would like to make a game engine with my very limited spare time I have.
The game engine will be a small project of mine and I wont have high hopes on this to be released, however all of my source code will be released.
I need help on selecting the language (hence why it's in this section) (I can learn any language in the world) My genre of the engine will be 2D Isometric as I like that style of games
I am thinking of using basic4GL for this project and have time to get this to a working version
The game engine won't be a game engine like unity or similar. It will be in the form of functions that setup a 2D isometric environment. I will make a map editor for the engine eventually as well.
If I use basic4GL the functions will be in include files. If I like the way it is being developed I will eventually make a small game with it.
Now I have a track history of starting and not completing so dont get your hopes up until you see evidense of it working

Use the Basi4GL sprite engine for 2D iso (it's well documented and ready to use) and your limited spare time for the game engine it self.
You need the most time for the important part the grafik design. (trust me)
As an advanced programmer i can write a complete 2D or 3D game with AI, sound and network in few days but i need many weeks or month for the 3D models or 2D gfx and texture design.
How ever step by short step the way is the fun.

As I was told years ago, "Beware ! You have chosen one of the most ambitious projects to date, 2nd only to creating a new operating system !" I'm always working on game-maker idea stuff, not just RPGs so if you need some advice on how to get started, just ask.
