I think , if the latest version of Basic4gl sdk includes the coding for making a graphic-based window will definitely be a new strike in Basic4gl .(with GDI)
E.g : the shape of window of executible is bitmap-shaped(uneven/polygonal except square)
E.g : like the shape of a flower or vehicle..
Hope Tom Mulgrew will take my suggestion into consideration

that can be done with basic4gl, using a plugin...

How , as I don't know how to make my own plugin yet . I would like to make my own plugin and cluster all the usable commands into a single plugin of my own . Can you please teach me to make one , or post example for my reference ?

I haven't got around to coding an example in C++ yet but I found this page at the MSDN library which shows examples in .NET I've created the VB example & you can get it here, in order to close the window once it's opened you'll need to drag the right pane. I can also upload the project files if anyone wants them?
